Gender Responsive Budgeting (GRB) Activities
The work regarding GRB in Georgia started on 11-13th of April, 2018, with a “high level GRB briefing” consisting of key actors at deputy minister level and high public officials.
From April to July, 2018, based on the three pilot budget programs with the Ministry of Justice, Ministry of Interior and the Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health and Social Affairs a series of working groups were designed and meetings were conducted in an interactive way to build capacities on GRB and support the pilot GRB analysis in the selected budget programs. In parallel to the workshops, meetings with relevant actors in public institutions were carried out to build a sustainable support for GRB.
Over the period of August to November, 2018, the outcomes of the pilot analysis were consolidated, and reports written with the support of the national expert. The internal reports on the GRB pilot analysis are currently being prepared to be published as an evidence of good practice in GRB analysis. Based on the pilot work good practice examples and a methodology has been developed and thus can provide the basis for further GRB work. Based on the pilot analysis, in November 2018, the work on the development of a GRB Action Plan started with the aim to institutionalize GRB in Georgia. In the development of the GRB Action Plan all relevant Georgian institutions are involved.
In addition to pilot work the study visit to Vienna has contributed to enhance the knowledge on this field. For the study visit, the main institutions and key persons involved in GRB work at the Federal level in Austria were identified and appropriate meetings were arranged for Georgian counterparts. As Vienna uses a different approach in GRB, study visit participants had a chance to get to know and learn from two different successful GRB approaches.
