The Interagency Commission on Gender Equality, Violence against Women and Domestic Violence Issues shall be established according to the Article 12, paragraph 6 of the Law of Georgia on Gender Equality and Article 161 paragraph 2 of the Law of Georgia on Elimination of Domestic Violence, Protection and Support of Victims of Domestic Violence. The Commission composition shall be the following:
Prime Minister's Assistant on Human Rights Protection and Gender Equality Issues – Chairman of the Commission;
Deputy Minister of Justice of Georgia – Co-Chairman of the Commission;
Deputy Minister of Internal Affairs of Georgia – Member of the Commission;
Deputy Minister of Education and Science of Georgia – Member of the Commission;
Deputy Minister of Corrections of Georgia - Member of the Commission;
Deputy Minister of Health, Labor and Social Affairs of Georgia- Member of the Commission;
Deputy Minister of Regional Development and Infrastructure of Georgia- Member of the Commission;
Deputy Minister of Finance of Georgia - Member of the Commission;
Deputy Minister of Sports and Youth Affairs of Georgia - Member of the Commission;
Deputy Minister of Environment and Natural Resources Protection of Georgia - Member of the Commission;
Deputy Minister of Internally Displaced Persons from the Occupied Territories, Accommodation and Refugees of Georgia - Member of the Commission;
Deputy Minister of Foreign Affairs of Georgia - Member of the Commission;
Deputy Minister of Defense of Georgia -Member of the Commission;
Deputy Minister of Economy and Sustainable Development of Georgia - Member of the Commission;
Deputy Minister of Energy of Georgia - Member of the Commission;
Deputy Minister of Culture and Monument Protection of Georgia -Member of the Commission;
Deputy Minister of Agriculture of Georgia - Member of the Commission;
Deputy State Minister of Reconciliation and Civil Equality - Member of the Commission;
Deputy State Minister of Euro-Atlantic Integration - Member of the Commission;
Deputy Chief Prosecutor - Member of the Commission;
Director of the LEPL State Fund for Protection and Assistance of (Statutory) Victims of Human Trafficking - Member of the Commission;
Chief of the LEPL Civil Service Bureau - Member of the Commission;
Executive Director of LEPL National Statists Office of Georgia - Member of the Commission; -
The following people shall be requested to participate in the work of the Interagency Commission with the deliberative vote:
Ombudsman of Georgia or his/her deputy;
Chairman or member of the Gender Equality Council of the Parliament of Georgia;
Chairman or deputy of the Supreme Court of Georgia;
Director or Deputy of LEPL Legal Aid Service;
Director or Deputy of LEPL Public Broadcaster; - The representatives of international organization and non-entrepreneurial (non-commercial) legal entities are authorized to participate in the work of the Interagency Commission upon the invitation of the Chairman.
The entities listed under Article 1 of the Decree shall be requested to nominate concrete candidates and experts to the Chairman of the Interagency Commission within 10 days period from the date of publication of this Decree.
The attached Regulation of the Interagency Commission on Gender Equality, Violence against Women and Domestic Violence Issues shall be approved.
According to Article 25 of the Law of Georgia on Normative Acts the Decree # 630 of the Government of Georgia on Approval of Rule of Nomination and Recalling of a Person to the Interagency Council on Implementation of Measures for Elimination of Domestic Violence, Composition of the Council and its Regulations shall be annulled.
The Decree shall enter the legal force from June 1, 2017.

Violence against Women and Domestic Violence
General Provisions
- Interagency Commission on Gender Equality, Violence against Women and Domestic Violence (hereinafter referred to as Interagency Commission) shall be established based on the Decree of the Government of Georgia.
- The Constitution of Georgia, International Treaties of Georgia, Laws and Normative Acts of Georgia and this Regulation govern the work of the Interagency Commission.
- Interagency Commission shall be established for indefinite period of time;
- The structure, functions, authority and work of the Interagency Commission shall be determined by this Regulation.
Structure of the Interagency Commission
- The Government of Georgia determines the composition of the Interagency Commission.
- The representatives of the state agencies are members of the Commission. In addition, the representatives of Ombudsman of Georgia, Gender Equality Council of the Parliament of Georgia, Supreme Court of Georgia, LEPL Legal Aid Service, LEPL Public Broadcaster are members of the Commission with the deliberative vote.
- The representatives of international organization and non-entrepreneurial (non-commercial) legal entities are authorized to participate in the work of the Interagency Commission upon the invitation of the Chairman.
- The recall of the member of the Interagency Commission shall take place based on the initiative of the Government of Georgia or based on the proposal of the nominating agency.
Consultative Group
- The Consultative Group can be established with the Interagency Commission, the members of which can be the representatives of non-entrepreneurial (non-commercial) legal entities and international organizations that perform the wok that falls within the scope of Interagency Commission.
- The competition commission established by the Interagency Commission shall select members of the Consultative Group based on the criteria established by the Interagency Commission.
The Objectives of the Interagency Commission
The main objectives of the Interagency Commission are:
- Development of action plans for the implementation of UN Security Council Resolutions on gender equality, violence against women an domestic violence, “women, peace and security”;
- Coordination of executive government work targeted on implementation of UN Security Council Resolutions on gender equality, violence against women and domestic violence, as well as “women, peace and security”.
- Promotion of enforcement of gender “mainstreaming” within the executive government institutions and sectoral policy;
- Monitoring and periodic accountability on the enforcement of policy and action plans on UN Security Council Resolutions on gender equality, violence against women and domestic violence, as well as “women, peace and security”;
- Support collection and analysis of gender “segregated” data;
- Support effective enforcement of functions determined for the implementation of UN Security Council Resolutions on gender equality, violence against women and domestic violence, as well as “women, peace and security” and coordination of their work.
- Development of proposals on the enforcement of UN Security Council Resolutions on gender equality, violence against women and domestic violence, as well as “women, peace and security” and presentation to the Government of Georgia for review.
- Close cooperation with non-governmental organizations as well as international and local organization in the process of review of issues related to the enforcement of UN Security Council Resolutions on gender equality, violence against women and domestic violence, as well as “women, peace and security”;
- Study and monitoring of current situation in the field of enforcement of UN Security Council Resolutions on gender equality, violence against women and domestic violence, as well as “women, peace and security”;
- Support the implementation of international obligations of the Government of Georgia on gender equality, violence against women and domestic violence, as well as “women, peace and security”;
- Perform functions of coordination agency, which will be responsible for the coordination, implementation, monitoring and assessment of policy and measures targeted towards the prevention and elimination of all forms of violence determined by the Council of Europe Convention on preventing and combating violence against women and domestic violence, Istanbul May 11, 2011.
Authority and Obligation of the Interagency Commission
The Interagency Commission for the enforcement of its goals and objectives is:
- Authorized, according to the established rule, to request information from the state institutions and agencies, necessary for the fulfilment of its activities, establishment of gender equality principles, development of measures to eliminate violence against women and domestic violence and enforcement of UN Security Council Resolutions on “women, peace and security”;
- Authorized to create thematic working groups, invite independent experts in order to study topics and develop appropriate recommendations and reporting.
- Authorized to draft proposals and recommendations to present to the Government of Georgia on issues related to the enforcement of UN Security Council Resolutions on gender equality, violence against women and domestic violence, as well “women, peace and security”.
- Authorized to perform the role of coordination agency that will be responsible for the coordination of policy and measures, enforcement, monitoring and assessment that are targeted towards combating and prevention of violence against women and domestic violence determined under the Council of Europe Convention on preventing and combating violence against women and domestic violence.
- Obliged to draft annual report no later than March 1 of each year regarding the work performed and recommendations enforced related to the enforcement of UN Security Council Resolutions on gender equality, violence against women and domestic violence, as well as “women, peace and security”. The report shall be presented to the Interagency Council on Human Rights along with the report on implementation of the action plan on human rights and to the Parliament of Georgia no later than March 31. The report on the Interagency Council is public.
- Authorized to perform other work that is not directly determined in this document but is mandatory for the fulfilment of objectives of Interagency Commission.
Work Organization of the Interagency Commission
- The Chairman of the Interagency Commission leads the work and chairs the meetings of the Interagency Commission;
- The Chairman of the Interagency Commission appoints the Secretary of the Commission;
- The meetings of the Interagency Commission shall be conducted upon need but no less than twice a year.
- The Chairman of the Interagency Commission is authorized to call the meeting of the Interagency Commission earlier than established time.
- The Chairman and members of the Interagency Commission are authorized to present matter for the discussion at the meeting of the Interagency Commission.
- The meeting of the Interagency Commission is authorized in case one third of members attend the meeting;
- The decisions at the meetings of the Interagency Commission are made by the simple majority of those attending. In case of equal division of votes the vote of the Chairman of the Interagency Commission is decisive;
- The minutes of the meeting of the Interagency Commission shall be drafted and signed by the Chairman and Secretary;
- The Chairman of the Interagency Commission is authorized upon need to call and lead the meeting of Consultative and Working Groups.
The Secretary of the Interagency Commission
- The Interagency Commission has a secretary, who is appointed to the position by the Chairman of the Interagency Commission;
- The Secretary of the Interagency Commission provides technical support to the Commission’s work, prepares the meetings of the Commission, drafts the minutes of the meetings, provides technical support to the consultative group of the Interagency Commission and provides organizational-technical support for calling the meetings of the Interagency Commission.
Victim Identification Group
- the Interagency Commission with the purpose to fulfil its tasks, creates the group authorized to determines the status of victim of violence against women or/and domestic violence under the auspices of the Interagency Commission (hereinafter referred to as Victim Identification Group).
- The rule of establishment, authority and activates of the Victim Identification Group shall be determined by the Government of Georgia Decree #684 issued on December 18, 2014 on Approval of Rule on Victim Identification and Determination of Status by the group authorized to determine the status of victim of violence against women or/and domestic violence under the Interagency Commission on Gender Equality, Violence against Women and Domestic Violence Issues
The rule of amending the regulation
The amendments to the regulation shall be made by the decree of the Government of Georgia.
